Stéphane de Navacelle, practicing in New York (2005) and Paris (2008), specializes in corporate litigation, predominantly in criminal law, internal investigations, and compliance. Navacelle represents clients against multijurisdictional criminal prosecutions, civil and administrative enforcement authorities, tackling parallel investigations, criminal judicial cooperation, protection of individuals’ rights, and handling of evidence. He advises entities in rolling out and auditing ethics and compliance programs; as such Stéphane de Navacelle was appointed Independent Compliance Monitor and Expert pursuant to negotiated resolution agreements by a European/International group with the World Bank (2018-2019).
Member of the Paris Bar Council (2017-2019), Mr. Navacelle is Secretary of the International Committee, of the criminal-prospective subcommittee, member of the Ethics committee on professional secrecy (of which he was Secretary) and of the Ethics committee on conflict of interest; he served as Ethics investigator. He was appointed Observer by the Prosecutor for the International Criminal Tribunal for Rwanda (ICTR, 2009) in connection with cases sent to France, member of the board of directors of a French public interest Foundation (2010-2016) and Fellow of the American Bar Foundation (2016). He is a member of the independent committee on clerical abuse in France.

Representative Work:

  • Represented a French oil & gas group in connection with an US investigation into subsidiaries’ JV partners and alleged violations of anticorruption laws (FCPA, Sapin II).
  • Represented several top executives of a French global market leader under investigation for allegations of corruption relating to a €1bn deal (UK SFO, US DOJ, US SEC).
  • Represented General Counsel for a corporation carrying out business globally, who received correspondence from the U.S. DOJ or the World Bank Integrity Vice Presidency requesting information or documents in connection with an investigation into allegations of corruption (FCPA), violation of embargo/ sanctions (US OFAC), or money laundering.
  • Represented a Chief Compliance Officer of the European leader in the Aerospace & Defence industry relating to criminal investigations jointly conducted by the SFO and the PNF regarding corruption allegations.
    Represented a Canadian private security services company relating to a criminal investigation opened in France regarding public officials corruption allegations.
  • Represented one of the United Arab Emirates Government regarding Interpol (Commission for the Control of Interpol’s files) proceedings on a United Arab Emirates and Swiss national involved in a large-scale embezzlement scheme.
  • Represented officer of a French company who received a convocation to an garde à vue (interrogation under custody) pursuant to an investigation by the French Parquet Financier National, by a local juge d’instruction (investigating magistrate) stating that he/she is being considered for a mise en examen (target) status or by the French financial market regulator – Autorité des Marchés Financiers (AMF) – investigators.
